The main part of the allocated scientific expenses is the payment of salaries. We must link the payment to scientific results. If someone has ever received an academic title, we will not have to pay him a high salary for the rest of his life. Science must move to a project-based financing system.
AzerTac reports that Minister of Science and Education Emin Amrullayev said this during the discussion of the draft law “On the state budget of the Republic of Azerbaijan for 2025” at a joint meeting of the heads of the committees on agrarian policy, family, women and children affairs and science and education of the Milli Majlis.
“We have started to make additional payments to 100 scientists with scientific results. The payment should be for measurable scientific activity, and not for academic titles. The basis of the reforms is that money will not be given by name, scientific activity will be taken as a basis.”
