THE INSTITUTE OF CHEMISTRY OF ADDITIVES TOGETHER WITH THE PILOT-INDUSTRIAL PLANT HAS SIGNED TO GREAT SCIENTIFIC AND TECHNICAL ACHIEVEMENTS IN THIS FIELD
International experience shows that the first of the conditions necessary for the development of each state and country is ensuring internal stability and national security. In such a chaotic period, when the world order is changing, countries that managed to form a system of economic independence and national security, including Azerbaijan, confirmed these ideas not in words, but in practical actions. The policy of economic development and national security, laid down by national leader Heydar Aliyev and carried out by Supreme Commander-in-Chief Ilham Aliyev, played a decisive role in achieving great successes of our country both in the 44-day Patriotic War and in one-day anti-terrorism events.
At present, there is an urgent need to preserve this economic development and our national unity, won at the cost of thousands of difficulties. Wars taking place in all regions of the world require serious efforts to increase the defense capability of Azerbaijan, located in such a hot region as the South Caucasus.
It is gratifying that there are already research institutions that are approaching increasing the defense capability of our country on fundamental scientific grounds.
The complex scientific and technical work entitled “Organization of the creation and production of special-purpose lubricants”, carried out by the Institute of Chemistry of Additives of the Ministry of Science and Education and the Pilot-Industrial Plant and the authors of which are the famous Academician Vagif Farzaliyev, Professors Hagigat Javadova and Afsun Sujayev, Associate Professors Vasif Abbasov and Sakhavat Rustamov presented these days to the Commission for State Awards in the Field of Science, Technology, Architecture, Culture and Literature of the Republic of Azerbaijan for 2024 and displayed on the official website of the Cabinet of Ministers, causes a feeling of joy and pride. Because first of all, the issue of economic development and national security becomes the object of study of the Azerbaijani scientist, and at the same time, despite the limited opportunities available in this matter, a specific scientific approach is proposed to eliminate dependence on strategic products in the future development of the country.
Close acquaintance with the scientific activities of the authors of the work presented for the State Prize of Azerbaijan, and establishing contacts with the institute and plant that presented the work, allowed me to obtain detailed information about this work.
Noteworthy is the fact that the Institute of Chemistry of Additives, being the only scientific center in the republics of the Commonwealth of Independent States, since its founding has been carrying out mainly research work on the creation of additives for lubricants, fuels and special liquids as a strategic product, and also on their basis, the development and production of high-quality lubricating and fuel compositions for various purposes, including special purposes, and the organization of production of special liquids. A number of additives that ensure the production of motor, transmission and industrial oils, as well as special liquids, were created by scientists of the institute back in the USSR, and their industrial production was carried out not only in our country, but also in Russia (Ufa, Perm, Yaroslavl, Novo-Kuibyshevsk), Ukraine (Shostka, Kharkov) and in the Republic of Belarus (Novopolotsk).One such oil is a motor oil designed for diesel engines of military vehicles, produced at a special purpose plant located in Kharkov, Ukraine.
After our country gained independence, the Institute of Chemistry of Additives creates a new analogue of motor oil, organizes its production at the Pilot Industrial Plant and even transfers to the Ministry of Defense of the Republic of Azerbaijan 100 tons of target products that were used in the difficult days of the republic – in the First Karabakh War. So this complex work did not arise by chance, it successfully passed tests over the years, improved and has already risen to a fundamental level.
Another special-purpose motor oil developed by the Institute of Chemistry of Additives is motor oil for high-performance turbocharged diesel engines used in special equipment at the disposal of the Ministry of Defense. This motor oil also successfully passed practical tests at the Ministry of Defense of the Republic of Azerbaijan, and the testing commission found the use of this oil appropriate.
The novelty and significance of this fundamental scientific and applied work is protected by three patents of Azerbaijan for special-purpose motor oils, classified as “Secret patent”. This is another invention under consideration at the Center for the Examination of Trademarks and Patents of the Intellectual Property Agency of the Republic of Azerbaijan.
It should also be noted that this scientific and technical complex work is not a work reflecting the results of a study of any oil obtained in laboratory conditions, at best published in the form of an article or defended in the form of a dissertation. Here we are talking about completed fundamental scientific and technical work that can make a great contribution to the further economic development of our country, especially to increasing defense power. The process of creating special-purpose lubricants consists of a number of stages: selection of base oils and the appropriate additive package on a scientific basis, determination of the optimal composition of the lubricant composition as a result of laboratory tests, bench tests on engines in a number of enterprises and, finally, if all tests are positive result, tests on a real engine. Successfully going through all these stages, organizing production and soon exporting it to countries such as Pakistan, Bangladesh, Thailand and Morocco will be a completely justified complex scientific and technical work.
I want to emphasize one important issue. One of the main reasons for the successful completion of this work, presented for a state award, is that the scientific supervisor is a follower of the school of Academician Ali Guliyev, who laid the foundations of the scientific direction of additive chemistry in Azerbaijan, the world famous scientist Academician Vagif Farzaliyev, who worked as a consultant to the USSR Academy of Sciences at the Iraq Petroleum Institute and UNESCO consultant on the scientific direction of additives and lubricants at the Indian Petroleum Institute. He organized and developed this direction in the scientific centers of Georgia and therefore was elected an honorary member of the National Academy of Sciences of Georgia, cooperated with the world’s leading companies and scientific centers working in this scientific direction.
Thus, this complex scientific and technical work provides for meeting the need for lubricants used in diesel engines of all brands of tanks at the disposal of the Ministry of Defense, reducing our country’s dependence on foreign countries in the field of special-purpose lubricants, which is a strategic material, and exporting the created oils to many foreign countries. Based on the above, it can be considered that the Institute of Chemistry of Additives of MSEAR and Pilot Industrial Plant LLC are worthy of the State Prize of the Republic of Azerbaijan for a complex methodology of scientific and technical work entitled “Organization of the creation and production of special-purpose lubricants.” Since the State Prize Regulations clearly state that this highest prize is awarded to fundamental and applied scientific research that can make a significant contribution to development in the field of technology, scientific discoveries, inventions in the field of public administration, economic development and other fields, the application of advanced manufacturing technical experience, theoretical research, as well as data for the creation of new materials and mechanisms. From this point of view, the complex scientific and technical work in question fully complies with all the criteria of the current Regulations.
